CURA Housing Forum Tenant Opportunity to Purchase panel discussion

Come learn from local leaders and national experts about Tenant Opportunity to Purchase (TOPA) at the next CURA Housing Forum. TOPA allows residents of a building a fair chance to purchase their buildings when the owner decides to sell, giving tenants a say in the future of their housing. 

We will hear of successful examples of implementing this policy in Washington, D.C., as well as local efforts to create a similar policy for Minneapolis.


Dominic T. Moulden is a longtime resource organizer at Organizing Neighborhood Equity (ONE DC), a collectively-led organization that builds people power and economic and racial equity in Washington, D.C. He is a frequent lecturer at various universities and conferences regarding equitable revitalization, cooperative economics, affordable housing, workplace democracy, community development, and public policy. 

Michael Diamond, Professor of Law at the Georgetown University Law Center, teaches corporations, contracts, and a seminar in affordable housing. He is the former Director of Georgetown’s Harrison Institute for Housing and Community Development, which helped low-income tenants purchase, renovate, and operate their multi-family apartment buildings as long-term affordable cooperatives or tax credit rentals. 

Steve Fletcher represents Ward 3 on the Minneapolis City Council. Council Member Fletcher’s career has included work in the private sector, the arts, nonprofits, and politics. As a council member with leadership on city committees, he has a direct impact on affordable housing, public safety, transportation options, supporting small businesses, and much more.

Chloe Jackson is Board President of Inquilinxs Unidxs por Justicia (Renters United for Justice), a Minneapolis-based, tenant-led organization that envisions the creation of a housing system that works for everyone and a world in which renters direct city development. She is also a member of the Sky Without Limits Cooperative.
