Minnesota policymakers, teachers and community members have known about the achievement gap for decades, and despite their best efforts it continues to exist. The challenge has launched numerous initiatives, reports, pilot projects, and task forces, from school-specific solutions to broader community-based solutions. School districts, state and local governments, foundations, nonprofit organizations, and others have all worked on the problem. A review of the historical record shows a long list of well intentioned but inadequate efforts to close the gap.

Directory of Asian American Youth Programs in the Twin Cities. 1997 Asian American Renaissance.

Asian Americans are the fastest growing population in Minnesota, and nearly half are under age eighteen. This 1997 directory is designed to assist youth and parents in identifying organizations that have programs targeting Asian American youths. It presents detailed information on forty-eight prevention, intervention, and recreational programs sponsored by nonprofit organizaitions and mutual assistance groups in the Twin Cities area that are by, for, and about Asian Americans. Indexes to the ethnic groups represented and to the type of programs available are also included.

This is a history of Vento Village Partnership (VVP), written for the Evaluation Unit of Ramsey County Community Human Services (RCCHS), in St. Paul, Minnesota. The VVP is a trial social-work program started in 2006, in which a social workers from the County and a social worker from a local non-profit were placed directly in an inner-city school to serve the community.

The Minnesota Fathers & Families Network’s mission is to enhance healthy father-child relationships by promoting initiatives that inform public policy and further develop the field of fatherhood practitioners statewide.

The key objective of this project was to determine how Minnesota's father-serving programs are utilizing program assessments, outcome data, evaluations, and evidence-based practices to support and improve their ongoing work with fathers.

Cimarron Needs Assessment. 2011 Cici, Kristen.

In 2011 FamilyMeans received funding from the Center for Urban and Regional Affairs at the University of Minnesota to conduct a survey of Cimarron, a mobile home community in Lake Elmo, Minnesota, to determine programming and service needs of the community. The focus of the project was to determine what activities and services were most needed in Cimarron for both adults and youth. A survey was developed and English and Spanish surveys were mailed to all 382 homes in Cimarron.

The Greater Minneapolis Council of Churches (GMCC) has operated since 1905 to battle poverty in Minneapolis. GMCC operates a successful family of social service programs and recruits support across denominational lines to help struggling Minnesota families remain self-reliant.

Understanding Alcohol Use in the Karen Refugee Community: A Qualitative Study. 2012 Clements-Green, Caitlin.

A recent study suggests refugee populations may be at greatest risk for alcohol abuse (Ezard, 2011). Concern is growing for the Karen refugee community in St. Paul, Minnesota in regards to alcohol use and misuse. This qualitative study assessed the perspectives of community members and providers related to alcohol use in the Karen community. The study also assessed the quality of alcohol-related educational and treatment opportunities for Karen community members. Ten Karen community members, seven providers of Karen descent, and eight non-Karen providers were interviewed.

Phyllis Wheatley's diverse programs range from academic enrichment and child development to social services, sports and recreations, and Camp Parsons. In keeping with Katharine Parsons' vision, our objective is to expand the camp into a state of the art facility while retaining the rustic charm of the past.

Logic Models for Major Programs of the Phyllis Wheatley Community Center. 2007 Eichers, Catherine.

This is a project summary about the creation of logic models for each of the Phyllis Wheatley Community Center's (PWCC) major programs, and to gain insight into the data collected and evaluation tools currently in use. After learning about logic model content and process, the Research Assistant worked with PWCC staff to create the models, which will help illustrate to funders and other stakeholders the impact of PWCC's work with children, families, and the North Minneapolis community, as well as inform PWCC's internal program evaluation and improvement work.

Plymouth Youth Center Longitudinal Study Year 3 Report. 2008 Eichers, Catherine.

The purpose of this study is to track the long-term
education and vocational outcomes of Plymouth Youth Center (PYC) high school students. The first
report (Spring 2005) summarized data from 19 former students who left PYC
during the 2003-2004 school year. The second report described educational and
employment trends for 18 former students, including 7 who left PYC during the
2004-2005 academic year and 11 who left during the 2003-2004 year. CURA supported

African Nonprofits: A Report of Financially Active African-led Nonprofit Organizations in Minnesota Serving African Immigrants, Refugees, and Asylees. 2007 Fernandes, Omar.

The aim of this study was to investigate the scope and impact of financially active (revenues greater than $25,000 per year) African-led nonprofit organizations in Minnesota whose primary mission is to serve African immigrants. Thirty-two organizations fit within this financially active category, and 18 returned completed surveys by the deadline. Of the 18 organizations, a majority were formed between 2000 and 2006 and are situated in the Twin Cities metro area. All 18 organizations could be described as multi-service.

Family Stabilization Research for Informed Program Implementation and Public Policy Evaluation. 2009 Gardner, Leah

The objective of this research was to better understand the programmatic needs of a newly defined Minnesota Family Investment Program (MFIP) population being served through the Family Stabilization Services (FSS) program, those with diagnosed disabilities impeding their ability to work. In partnership with Project for Pride in Living (PPL) research was conducted to provide current data and findings that will enhance understanding of the root causes of destabilizing issues facing these families and the resulting challenges.
