A sample of families from Hennepin County whose AFDC participation was terminated after new rules removed financial incentives to work was surveyed for two years in the 1980s. Topics included work, income, expenses, health care, and other family matters. The authors found little evidence of people returning to welfare. Only a subset of families had significant problems with health care insurance and day care.
