This report documents a project designed to gain a better understanding of the problems people with low incomes who were enrolled in the Minnesota Health Care Program faced in accessing dental care in Duluth, as well as the problems dentists faced in serving patients enrolled in the program. The project was undertaken as a joint project of Churches United in Ministry's Gabriel Project and the University of Minnesota at Duluth Department of Social Work.
