Growing Partnerships: An Overview of St. Paul's East Side COPC.

Begun in 1998 with funding from the U.S. Department of Housing and Urban Development (HUD), the East Side Community Outreach Partnership Center (COPC) is an example of both the federal government's and higher education's renewed interest in locally driven community development. This article explains the origin of HUD's national COPC program, offers a brief history of the East Side community in St. Paul, discusses the creation of the East Side COPC, and provides an overview of the results of this collaborative effort. This article is part of a special issue of the CURA Reporter devoted to the East Side COPC program.
