New Guidelines for Fighting Discrimination in Public Contracts.

A disparities study was initiated in St. Paul in 1993 to look at discrimination toward minorities and women in public contracts. The study examined how other communities had conducted disparity studies,; evaluated hiring practices in Ramsey County, St. Paul, and Independent School District #625; and held public hearings where minority and women business owners gave anecdotal evidence. Because of marketplace discrimination, the loss of revenues to minority communities in the Twin Cities was found to be severe.
