In the last several decades, the Twin Cities metropolitan area has evolved into a complex, multicentered system where people's paths between home and work create ever more intricate patterns. The number of commuters crossing county boundaries on their way to work has tripled in the last thirty years. Boundaries among urban, suburban, and exurban communities are blurring. This increasing interdependency is at odds with traditional perceptions of the city. It challenges us to find innovative ways of planning for the new complexity.
