Operating Low-Income Housing: The Cost of Cooperative vs. Rental Units.

Operating expenses for eighteen housing developments were traced over a four-year period in the late 1980s. Eight were rental projects and ten were cooperatives. They were selected to be as similar as possible except for the difference in ownership. Cooperatives were found to operate at a lower cost than rental units. The implication is that public policies would do well to encourage cooperative ownership.
