Skyline Tower Outreach and Engagement Project

The Union Park District Council’s (UPDC) mission is to provide a forum for people in District 13 to participate in decision making and in actions to improve the quality of life and bring about positive change in the neighborhood. Skyline Tower is located one block south of University Ave between the proposed Hamline and Lexington LRT stations. Many Skyline Tower residents speak Somali, Oromo, or Vietnamese, but have low levels of proficiency in English. Residents are geographically and culturally isolated. Decisions are being made about the Central Corridor that will impact this community for decades. Skyline Tower residents have been unable to fully act on this interest because of several barriers, including the language spoken at meetings, literacy issues, and resident transportation to meetings. The Skyline Tower Outreach and Engagement Project will work bridge the gap in communication and participation. This will increase resident power to take part in decision-making through community-organizing activities such as a youth group to gather information from residents, a community elders group and a field trip to ride the Hiawatha LRT.
