A Safe Routes System for District 1

The District 1 Community Council is the neighborhood organization, officially recognized by the City of St. Paul and Ramsey County, representing the Eastview, Conway, Battle Creek and Highwood Hills neighborhoods of east St. Paul. This project will design a Safe Route system among the major community gathering places in District 1. At the Federal level the Safe Routes to School program is potentially going to be eliminated. The proposed project would involve the student researcher looking at Safe Routes principles to design a system that can be implemented in piecemeal fashion as city-funding becomes available to us through the Capital Improvement Budget (CIB) process. Jong Choi, a graduate student in Applied Economics, will identify a circulator system of routes through the district and the types of signage, maps, and public works facilities that would be needed to make the system effective in getting young people (and other bikers and pedestrians) around. The results will be used to develop CIB proposals to the city to seek funding for its implementation.
