Neighborhood Conservation District

Prospect Park East River Road Improvement Association (PPERRIA) is the city-recognized citizen engagement organization for the Prospect Park neighborhood of Minneapolis. The project was to study the concept of Neighborhood Conservation as an alternative to historic district designation which was seen by some as being too strict. Neighborhood Conservation can provide a means to preserve the essential qualities of older neighborhoods and has been used as an alternative to focus on residential properties. Jessie McClurg, an Architecture & Heritage Preservation graduate student in the College of Design, performed a best practice analysis of conservation districts and made recommendations for how to apply standards to the neighborhood. The results are being used to inform efforts focused on creating the first conservation district in Minneapolis.
